License plate issuance.

AN ACT relating to motor vehicles; requiring license plates to be issued by the department of transportation; clarifying the number of license plates to be provided; removing the requirement that license plates be replaced after a specified time; making conforming amendments; requiring rulemaking; and providing for effective dates.
