Fire and Emergency Services Excess Levy Majority Approval Amendment

The purpose of this resolution is to allow excess levies or increases in maximum rates limited exclusively to fire protection and emergency medical services to be approved by a simple majority (50% + 1), while retaining the current sixty percent voter approval requirement for all other levies and increases.
