The purpose of this bill is to create the "System Enhancement and Improvement Program", require a petition be filed for approval of a plan to establish an SEI to recover SEI costs associated with service enhancement improvements and provide directives on the plan, permit for the recovery of costs for certain investments made by certain utilities, and authorize utilities to use regulatory accounting for acquired systems.
