Vehicle weight limits; violations; owner of commercial motor vehicle hauling coal. Assigns liability for violations of certain vehicle weight limits for commercial motor vehicles hauling coal to the owner or lessee of the vehicle in violation of such weight limits. Existing law authorizes such liability to be assigned to the owner, operator, or both.
