Supplemental payments to qualified cities.
Supplemental payments to qualified cities. Changes the effective date of the supplemental payments to qualified cities statute. Requires the state comptroller to distribute annual supplemental payments to qualified cities, that were not previously paid, using money sourced from a combination of: (1) amounts to be deducted from the amount payable to Gary under the disposition of tax revenue statute; and (2) money appropriated by the general assembly. Requires the city of Gary to repay to the state the amounts the state appropriates for the supplemental payments, once the total amount of supplemental payments has been made to qualified cities, through continued monthly deduction of Gary wagering tax, and until the full amount appropriated by the state is repaid.
HB1448 proposes changes to the way supplemental payments are made to certain cities in the state. It aims to ensure that any missed payments to qualified cities are paid out using a combination of funds from tax deductions and state appropriations. Specifically, the bill requires the state comptroller to distribute the unpaid supplemental payments from a combination of funds withheld from Gary's tax revenue and funds appropriated by the state legislature. In return, the city of Gary must repay the state through monthly deductions from its wagering tax, until the total amount is repaid.
This bill primarily affects the city of Gary and other qualified cities that were supposed to receive supplemental payments. It ensures that these payments are eventually made, albeit with a repayment plan for Gary. The bill also involves the state comptroller and the general assembly in managing the funds used for these payments.
As of May 1, 2025, HB1448 has been passed and signed by the Governor, making it law. The legislative process included several steps such as introduction, committee review, amendments, and final approvals by both the House and Senate. This bill was supported by a bipartisan group of sponsors, indicating a broad agreement on its objectives.
