To establish a task force to (1) study electric distribution companies and such companies' accountability and responsiveness to ratepayers, (2) study the introduction of competition in the electric transmission or distribution services industry in Connecticut, and (3) provide an evaluation concerning the costs of acquiring electric transmission or distribution services infrastructure from each electric distribution company and recommendations regarding whether acquisitions are necessary to maintain electric grid reliability in the state.
