Consumer-Regulated Electric Utilities

Concerning the establishment of consumer-regulated electric utilities to serve new nonresidential electric loads, and, in connection therewith, exempting consumer-regulated electric utilities from certain public utility regulations while maintaining oversight for public safety and environmental protection.
